PROPERTY TAX & CITY DECALS
All cities and counties in Virginia have a personal property tax.
Vehicles not
registered with Virginia State Department of Motor Vehicles or City of
Colonial Heights are also subject to tax if the vehicle is normally
garaged, stored , or parked in the City of Colonial Heights, with the
exception of those exempted by law.
Virginia personal
property tax is assessed by the Colonial Heights Commissioner of the
Revenue. Any questions regarding the
assessment of the tax bills are transferred to the Commissioner's office.
Taxpayers will receive a yearly listing
of all property owned according to City records in late December/early
January with any corrections required to be filed by January 31 of each
year. This filing will be the basis of personal property and City
decal billings. New residences need to register vehicles with the
Commissioner of the Revenue upon moving into the City.
Personal Property taxes
are due on June 5 and December 5 of every year. If
not paid by the due date, a penalty of 10% is added
which is required by the Virginia State Code. The
Treasurer of the City of Colonial Heights is also
required by the Code to collect interest at an annual
rate of at least 10% until payment is made.
City Decals:
Most cities and counties
of Virginia require a city decal to be displayed on the front windshield
of each vehicle next to the State inspection sticker. The City of
Colonial Heights utilizes a vehicle decal that does not expire unless
the yearly fee is not paid. All personal property taxes
must be paid before a decal is issued for any vehicles registered
to that owner. Yearly fees are included on the first installment
of the taxpayers Personal Property bill.
Colonial Heights Police
will ticket all vehicles garaged, stored, or parked in the City of
Colonial Heights which do not display a valid Colonial Heights decal.
A Colonial Heights decal is required to be displayed by
June 5 of every year.
The price of decals is determined by the gross weight of vehicles.

If you are a new
resident, the City of Colonial Heights will honor a valid decal displayed
from another locality.
