Colonial Heights' 303(d) Waters
Unfortunately, nearly all of Colonial Heights’ waterways are impaired. US EPA publishes a bi-annual 303(d) impaired waters list, which lists the Appomattox River, Swift, Old Town and Harrison Creeks, and Lakeview Reservoir as impaired, several of which are impaired for bacteria hazardous for human contact. The 303(d) list is the largest driver behind TMDLs – or total maximum daily loads – which limit the allowable pollutant loads that jurisdictions can contribute to any listed water body. While TMDLs have been approved for all sorts of bacteria and heavy metals, the most common sources for TMDLs are fecal coliform, ammonia, e.coli, pathogens, sediment and PCBs.
